Aer Lingus Gold Circle Club - BRS-DUB-JFK Transfer time at DUB EI
I've got a friend who wont entertain flying from anywhere but BRS and he was quite taken with the EI service, esp when I told him he could pre-clear at DUB.
Thing is, the EI website is allowing him to book the following:
08:15 BRS - 09:30 DUB
10:45 DUB - 13:20 JFK
Is 75 mins enough time to transfer and clear US immigration at DUB? Will his hold luggage find its way across from T1 to T2 in time too?

Luggage should be fine.
While it's slightly tighter than I (personally) would like due to USCBP being sometimes quite busy in the mornings, it's certainly not un-doable by any means.

As an EI to EI service, it should be T2-T2. The bags should be through-tagged to the US, though how the baggage photo check at immigration is handled in DUB, I don't know (the immigration officer shows you your bags on the screen and asks you to confirm that they are yours).
I would think 75 mins is plenty given it's the same terminal.

But if its BRS - DUB, isn't this a Regional flight operated by Aer Arann in and out of T1?

Good point - yes it is Aer Arann ops. The timetable is well padded, though, so I think the OP may well arrive earlier than 09:30.
From the old A gates to T2 is probably about 15-25 mins depending on the person - and there is an airside passage to make life easier. This makes is a good deal tighter, if the USCBA doesn't have sufficient staff on duty to process people efficiently.
I still think the OP should be just about fine, but I would get moving and not stop to shop or visit lounges. If worst comes to worst, there's a second JFK flight, though I'm not so sure about pre-clearance on that flight.

You should have enough time. Its only about 10 - 15 mins walk from where EI reginal arrive to T2 departures.
Just don't wast time but as was already said EI regional flights are generally early.
USPC will be very busy at that time but you should be ok.
If Aer Lingus thaught there would not be enough time they would not have the option to book that flights so you will be fine.
if EI know USPC is busy they will wait for passengers to come through. It has being much better over the last few weeks than a few months ago.

Unfortunately airside transfers from the 200 gates (old pier A) can only be made to other 200 gates. There's a one-way gate at the end of the Loop shop where you would turn right to get to the 100 gates (old pier D) or continue straight ahead to get to the 200 gates. Effectively while inbound and departing pax in the 200 gate area share space, you cannot get from the 200 gate area to any other gates outside the 200 range without the intervention of a staff member.
sklar's friend is unlikely to have any problems though I think. He will deplane at the 200 gates, follow arrivals signs, go downstairs (unless it's gate 217-220, do they even use those any more?) and right turn to Irish passport control (get a pink shirt to skip him through the queue if it's busy, but it rarely is), walk through to baggage reclaim, do NOT go out the customs exit but continue to the other end of baggage reclaim, where by belt 1 there is a transfer staircase. He goes up this staircase which leads to transfer security (actually just the leftmost end of the normal security checkpoint), clears security, takes a left, continues off to T2, and follows the signs to USCBP and the gate.
In the event the inbound Aer Lingus Regional is delayed and a misconnect is likely, he should stop off at the EI transfer/baggage query desk which is on the left a little after the customs exit in the transfer hall, who will make the necessary arrangements.
75 minutes is the exact MCT for RE-EI at DUB, for the record.
