I used to use Tigercarrental.com but the last time instead of giving me a prepaid voucher, the agent in FCO did the contract and it came out a different price.
Also, they seemed to only use budget- and their cars were not very good.

i don't understand what you are asking. we have pretty much used auto europe everywhere.
i have received vouchers and paid at the agent in florence(not at airport) i do not pickup at airport because there is an additional airport tax.

on three occasions,rome, venice and nice, i had problems with budget. rome the car grew a dent. venice they did not have the large car i ordered(expensive). i had to wait 4 hours for a car. after the four hours, they came up with a ferrari built by fiat. it was about a size 43(european shoe size). safety be damned. time was short, and the ride was a fantastic thrill. nice, they tried to put me in a 12 or 14 passenger van. if you have seen the width of roads around nice, you would understand what an absurdity this would be.

i have had many problems with many other car rentals, but all were just minor nuisances.

I needed a one way rental from Venice to Rome and was suprised that Hertz was the best deal at $128 USD for a day all in including supplemental insurance on a prepaid voucher.

Renting a car in Italy...I feel for you...

Might I suggest thinking outside of the box and going with an Italian rental company. Try Maggiore..big fan. They're international partners with Alamo and National.

We had two rental experiences last time we were in Italy (Milan) We first rented from Sixt and had a HORRIBLE experience in so many ways. For the second part of our trip, we booked online (a day or two before we needed the car) from auto-europe. Got really good rates. They sent us to Europecar, IIRC, and it was great. Upgraded car, good service, couldn't have asked for better. We've used auto-europe several times in several countries and have always been pleased with the results.

After looking into multiple sources, I'd usually wind up with Autoeurope. They even had a price gaurantee so that if my pre-arranged final charge was higher than agreed upon they would issue a credit card refund for the difference if asked. I took advantage of this once when the Euro strengthened by the time I picked up my car for a 2 week rental.

I had a very good experience with Avis in Florence (downtown location). As President's Club members, we were upgraded from a compact (Nissan Micra or equivalent) automatic to a BMW 1-series four-door hatchback. The service was friendly, if not slow, but we were not in a hurry so took it easy. I found it about 30% cheaper to book on the Avis Italian website -- Google Translate is your friend. You do need to be cautious to ensure that the reservation includes unlimited miles. For example, the Sixt.it website had only 100 kms included per day.

A last tip, if you're returning the car on a Sunday, either fill up on the highway or have lots of cash! The 24-hour fuel stations in town didn't accept any of my UK or US credit cards (Visa, MC or Amex!) at their auto-mated kiosks.
