Virgin America Elevate - acquiring ~13k elevate points

Apologies if I'm posting this in the incorrect place. What would be the easiest and most cost effective way (outside of buying direct from Virgin America) of topping off an account for an award purchase? Can another individual make an award reservation on your behalf using their points (with the idea being you could reimburse them).

Thanks in advance for this hard to come by information.

You don't purchase points from Virgin America. They're purchased from Points.com. Yes, you can book for anyone using your points.
