Travel with Pets - Two dogs in cabin on Lufthansa

We are traveling to the Czech Republic from Texas and have been hearing conflicting information from Lufthansa about the size/shapes of kennels. The two we have are Sherpa soft, about 20" long, 11"tall and 11" wide. The Lufthansa website says the requirements are 21"X15"x8". Since the kennels are soft we think that it should work. Our dogs are 8lb and 15lb. How strict is Lufthansa on the size/weight requirements?
I recently flew with a cat in-cabin from CDG-IAH on LH. They weighed the cat (in crate) before they would proceed any further with her check-in. I am not sure what they would do if you are a bit over the limit. However, they did not check the crate measurements. I used the soft sided crate with similar measurements to yours and had no issues.
One of my puppies flew on LH last month (LHR - FRA - DEN). The sherpa bag he travelled in was over the size limit as specified on the LH site but they didn't check the dimensions, they just weighed the bag with the pup in it.
