I was just checking out the Costco deal today and it does look like a good deal for hotel and even flight + hotel. Some people didnt seem to have good results of purchasing show tickets but if the hotel is the same price on vegas.com as other sites then it would seem to be a really good deal at up to 20% off.

Do the gift cards stack with the promo codes at all? Anyone actually do this before?

In one of the review on Costco someone said they were able to use the promo code and the gift cards together. I believe the terms and conditions say you can use up to twenty gift cards on one purchase.

I do this all the time. You can 'stack' the Escape' discount with the Costco GC's. Even without the 'Escapes' you can save a lot of money. But, not every ticket is worth it because of the fees and other charges. You really have to shop around, at least get the price for a show, than compare it with Vegas.com with the Costco discount. I also have saved a lot booking golf through Vegas.com
My last trip I used 19 Costco GC's. They used to charge you more from Costco if you were not a member, but they stopped that. It is free shipping too, and they are fast. I always receive the cards two or three days after I order them. It is a waste to pay extra for the expedited shipping, it's no faster than regular.
Really, this is one of the last genuine bargains around.

Yes, you don't have to be a member. This offer is open to the public. Go to Costco.com and search 'gift card.' Regular shipping is free and I recommend using that.
