Budget - Fastbreak service available at Budget in Chicago ORD?

I reserved a car through Budget (not my usual choice) at ORD. Of course, I am signed up for Fastbreak, where the customer is supposed to go straight to the car and skip the desk.

Arrived at Budget at ORD, the tote board sign that should have renter's names was dark, and it looked like there was a PERMANENT sign that read "Fastbreak customers, please check in at counter".

Is Fastbreak service available at ORD? Does anyone have experience with this? Budget customer service is absolutely no help, just cutting and pasting from the FAQ. I really hate wasting my time at the counter, and I'd like to know for next time if this was a temporary or permanent situation.

The fastbreak board was not working when I was there last Monday, but they had an agent with the list of where your car was located.

That said, I find the ORD Budget one of the worst I have used. Cars are sometimes not in the correct spot, or the keys are missing. Long lines inside and often nobody working the fastbreak line. Car returns are slow and bus pickup and return is spotty. Hertz has much better service but is 30% more expensive.
