Technical Support and Feedback - How do I access this OMNI page? [Answer: OMNI now has entrance qualifications]

I would like to access the page shown below:

The site gave me the following error message: "You do not have permission to access this page." What did I wrong? Do I need more privilege to view some pages? Please advice.
