Washington D.C. (including Baltimore) - Place to Meet Inbound International Transfer Passengers at IAD in Concourse C

I am going to fly to IAD to meet some customers who are flying to IAD on an (UA metal) international flight. Their destination is JFK and luggage will be checked to their final destination, so they will take the transfer lane upon arrival. However, where exactly can I meet them as early as possible? Since I seldom use IAD for connections (I remember last time, after immigration and customs I took an elevator to upper level and arrived at somewhere near gate C7?), your advice is highly appreciated.

You have the correct location ... there is an RCC near C7. They will come up the escalators across the hall from there. If no one has lounge access, there is Vino Volo towards the lowered #'d C gates which offers small plates and wine tastings.

Of course, this is assuming the midfield customs concourse is within operating hours...which hopefully someone will post the 'typical' hours shortly:
But, if he/she is taking most European flights, they'll most likely come through the midfield concourse at the aforementioned C7 :)

As IAD is their 1st point of entry into the U.S. they will have to collect their luggage and re check it for JFK before passing thur flt connections security and coming out at near gate C7.

Mid-field Customs & Immigration is generally open 6am-8:30pm.
The linear process is: Passport Control; collect checked bags; Customs; re-check bags; TSA security; come up the escalator or stairs across from C7 (there are no signs about this upstairs - just look for the glass-enclosed escalator across from C7). There is also an elevator (used mostly by wheelchairs and strollers) which comes up between C7 and C9, in a recessed-area next to an ATM.
The other landmark at the top of glass-enclosed escalator, since I just did something similar a couple of weeks ago, is a row of chairs against the glass, between the doorway people walk through after exiting the escalator and the wall, so you can sit at an angle and see people exiting and they can see you. I do not know if I am describing it well. It is a slightly odd spot, but it meant no one else was sitting there when I wanted to use it and it was highly visible.
And there is a flight departure board and an information desk right there too.

this thread is a lifesaver re: what to expect for an inbound flight. a bit of an aside, but, is it possible to go through this flow to catch a domestic flight in two hours?

It might be close, but you should be fine. It all depends, but the MCT is less than 2 hours. Last time I had a 75 minute connection and was fine. My boyfriend even caught up with me and he has to go through the nonresident line. (Although after the lines this past time, we are now both signing up for NEXUS and the resulting Global Entry enrollment.)
