I remember seeing that premium coach awards are upgadeable. Is this still true? The fare code on this is UEY40 - which does include a Y code, but begins with a U code.
Do premium awards accrue miles?

I've upgraded a few this year. Domestically, I don't know about transatlantic and SWUs, but I think a quick search will result in the story of at least one FT member who has done that routine, as well.
The answer to your second question, officially, is "no."

Everyone can upgrade at time of purchase (even US4's) if there is FC inventory available (although I can't remember if it comes out of the A, D, or G bucket). They'll subtract the e-upgrade after the flight.

Premium coach awards can be upgraded at the time of booking. The upgrades come out of the D bucket. I booked both the award and the upgrade online last month without any problems.

Yep, the award is still upgradeable at the time of booking, and you can use your eupgrades to upgrade. The upgrade seats come out of the D bucket (along with all other full fare upgrades), so there is usually better availablity than in G. Unfortunately, you can't earn miles.

No award ticket accure miles (that I am aware of).
Although, I have not done it, the CP desk told me that transatlantic premium awards can be upgraded immediately. Of course, the CP desk doesn't actually book transatlantic flights.....
