The hotel is not located near the Candelaria (the old city center), but is on along the main highway from downtown to the airport (much closer to the airport than downtown).
It's kind of a non-descript area: business parks and shopping malls, modern high rises. Maybe a less of a neighborhood feel, probably pretty safe, but a bit of a haul from where you might want to sightsee/shop/have dinner. However, cabs are cheap in Bogotá - just be prepared to spend some time in traffic depending on the time of day.

Depends on what you want to do. Great location for bussiness trips. For a leisure trip I wouldn't go there, it's just too far away from where the fun is, and traffic can be horrible in that city.
