Yes, Dollar does not restrict airline mileage earning to airport rentals like Avis and Budget.
Of course, the standard disclaimer that some locations may not participate may apply, but I've never actually heard of a Dollar office that doesn't participate.
Dollar does not require a flight segment in conjunction with the rental, either. Just give your mileage number to the rental agent (or, better, put it in your reservation when booking it).
