US Airways Dividend Miles (Pre-FlightFund Merger) - tour airfare IND-ROME US upgrade?

I've got some friends who are flying IND-PHL-ROME in October 24/November 1.

Its a group tour with (?Globus?) tours. The airfare was part of their package cost for the entire trip.

Any idea what fare basis these type of fares would be - can I upgrade them with miles.

Note: As of right now I'm not going to travelling with them - I'd be upgrading them as a gift.

The only way to be sure is to call reservations and ask.

I have booked with US Airways vacations and it was upgradable. Once I had to ask them not to book it in "V" - and it only cost $40 more.
