I have not flown a connection since 9/11 and have never flown one with US Airways or even through the US. Am I correct in assuming that after I check my luggage at CDG, I won't be seeing it again until YYZ? Or will I have to deal with it in PHL?

Sorry, but you will see your bags in PHL. After you clear US immigration, you will have to claim your luggage and go through customs. Upon exiting customs, you'll be able to recheck your bags to your final destination.
This is the same process as always, no matter what airline, because the USA requires that immigration/customs check be done at the first point of entry into the country.

The return trip, assuming that you are flying back from YYZ is easier as you clear US Immigration and Customs in Toronto. This means that connection at PHL will be as per domestic flights and your baggage will be through checked to CDG.
