U.K. and Ireland - One bag allowance at LHR?

I am traveling SFO-LHR-DUB-SFO in the next couple weeks, and my LHR-DUB trip is on a Wednesday morning at 6:50am. One of my coworkers mentioned that LHR has a "one bag only" allowance, meaning I cannot take a carry on roller bag and a backpack, but if I want to take the backpack, I have to stick it inside the roller bag.
Does anyone know if that's still true? This site seems to imply it's true:

Depends on the airline. And a combination of the planetary alignment on the day coupled with the side of the bed that the security people exited as to whether it was the not-correct side or the wrong side. :D

But as of right now, the airport imposes no such restriction. So it entirely depends on your airline.

I thought the one-bag limit went ages ago - or have they reintroduced it? (It had been lifted last time I passed through LHR just under a year ago)

It's two bags with BA....One cabin bag (within the allowed dimensions) plus one handbag,laptop bag or similar.
As was said it all depends on which airline the OP is flying with and if it's all on the one ticket.

Somewhat confused as nothing on this page refers to one cabin bag imposed by the airport - it says Your airline may enforce restrictions on the size and number of cabin bags. and at Stansted Airport, airlines continue to implement a 'one carry-on bag rule'

Certainly not my experience last month in LHR - I had my roller case, a travel bag and my handbag, and they didn't have any issues. I know the 1 bag rule did exist for a while (to speed up bag searches I think during heightened security measures) but it hasn't existed the last few times I have been through.

It has been gone for at least 3 years. The only restrictions imposed by the airport are the size of the carry on.
