In my quick reading, it appears that "use it or lose it" is effective for travel starting 10/1/02, while $100 to standby is effective for travel starting 1/1/03.

I also noted that they made a provision to allow standby on off-peak shuttle flights (while holding a non-refundable off-peak shuttle ticket), while US had no such provision.

And of course, no match on the elite tightening.

As an off-peak shuttle user, this makes SOO much sense. I do it every week, booking the cheapest fare. It makes NO difference whether I am at LGA at 7, 8 or 9 pm. Often I book onto the 8pm knowing I can make that no matter what. but then, I make it to the airport by 6.30 and there are 40 seats open on the 7, so I always get on.
Now, I have to wait.
Perhaps I need to do my waiting at Delta.
