US Airways Dividend Miles (Pre-FlightFund Merger) - Reund Airport Taxes

If the non-refundable ticket isn't used can you apply for refund of the airport taxes at least?

As far as I know, taxes can always be refunded to the credit card that an unused ticket was purchased with.
