US Airways Dividend Miles (Pre-FlightFund Merger) - Shuttle America Irregularities

Lately I've noticed a trend with cancellations and long delays on Shuttle America - specifically the short CLE-PIT hop. For 3 days in a row now, 3 of the 5 flights have been cancelled. However, in almost every case, another flight was created with a 8xxx flight number operating at the same exact time as the cancelled flight.
What is this all about? A scheme to get US out of bump compensation? Rather, something worse with all the finance troubles that they can't afford to pay Shuttle America? At 8am today, they had already cancelled 4 of the 5 CLE-PIT flights. The same game is being played again as a 8xxx flight number was put into the schedule at the same exact time.

I would have to guess they are having some sort of problem with Shuttle America it sounds like. I guess they're making the flights up with one of their other commuter airlines probably?
As for "getting out of bump compensation", if a passenger is not delayed (which it sounds like they're not since the new flight is operated on the same schedule), I don't believe they are entitled to any compensation under the rules, nor do I think they are justified even in asking for it ...

Was the Shuttle America canx flt replace with the 8xxx flight number using different equipment? That was the case in OAJ a bit ago. CCAIR replaced by MESA but I think that's all been fixed.
That's just it - the replacement flights are operated by Chautauqua. I sure hope this is either the end of Shuttle America or a fix towards something better, as I have had nothing but trouble when it comes to the short flights over to PIT. Almost daily they run into a mechanical somewhere which builds into 3+ hour delays by the end of the day. Several times this summer the flight that was due in at 11:15 pm has showed up well past 2am.
Shuttle America is always delayed going in and out of Bedford, MA too... even though Bedford is a much easier airport to deal with than Logan, with all the delays with Shuttle America, I'd just rather go to Logan

What is Shuttle America?
Shuttle America is one of the US Express carriers.

Shuttle America was actually at one point a competitor to US Airways, offering service between Trenton, NJ and Bedford, MA, trying to target business travelers between Boston and Philadelphia. This was just one of their routes.
They changed their business plan to become a US Airways Express carrier.
They operate the Saab 340 turboprop exclusively.
