My wife had this come up recently.
She was flying from MSY via PHL to DCA. She paid the applicable fares which
included a good amount in taxes - segment tax, passenger security fee tax,
facility surcharges, etc.
She got rerouted to the MSY-DCA non-stop due to equipment issues.
Theoretically, would she be entitled to a refund on the fees which were no
longer applicable? The PHL-DCA security tax, the PHL-DCA, segment tax, and
the PHL facility surcharge?
