US Airways Dividend Miles (Pre-FlightFund Merger) - Can you *not* be assigned a seat in FC?

Flying home from Christmas (ORD-CLT), I called ahead three days out for an upgrade, was ostensibly assigned seats 2D and 2F.

When we arrive at the airport, I'm told we were assigned seats 1F and 2F and that there were no seats we could be put beside each other.

Get on the plane and the lady in 2D has her dog, and she is talking with someone else how "she knows all the agents in CLT" and that they let her on on the way to ORD without paying the pet fee, etc., etc., etc.. At this point I realize that someone who get a pet fee waived may also be able to get an agent to move seat assignments. It is my belief at this point that someone moved my mother to 1F so this lady could have 2D (we were not on the same record locator).

When we get home I write Consumer Affairs about this, stating I believed someone had changed my mother's seat assignment. Well, this morning I received the response that in fact what happened is that reservations did not assign her 2D or any other seat. Why would they do that? First is never oversold, so you would think they'd have to have a seat assignment.

Still not sure I "believe" this explanation ... just wondering what others think. They're sending my mother and I a free upgrade (CS0007 hopefully ... http://www.flyertalk.com/forum/smile.gif) ... that would be worth it I suppose.

The thing of it is (and what I told Consumer Affairs) is my girlfriend was in Coach and FC service is so scaled back now, if I had known none of the three of us would be sitting beside each other with our upgrades, I would have just sat in the exit row in coach ...

The guy (or lady) at the gate, with the computer, has all the power. They are supposed to sign anything they do with their initials, but somehow it gets done. Don't waste your breath with CA. They do nothing.

My girlfriend is Silver herself, so usually she too would have upgraded (like we did on the way there) and all three of us would have been in FC. However, that turned out to be the day of the sickout and a couple of ORD-CLT flights were cancelled which ruined any chance of that.

BTW, she was offered my seat and refused.
