Is US still offering the complimentary limo service or first class train ticket at LGW for Envoy and First? If so, how do you obtain?

Yes, if you are in F or C on paid tickets. No to pax on upgrades to C (Don't know about discounted C or award tix).

Note that US also offers something similar for flights into Manchester. Don't know the details though.
