I can suggest Prado Y Neptuno, on the corner of Ayacucho and Posadas, as a Cuban cigar bar / lounge. I've not tried their cigars, but I can say they make a nice mojito, have a comfortable ambience, and Pablo is a nice enough guy (and studying as a sommelier).
