Well, first off, neither the Atlantis nor the Peppermill are 'downtown'--they're at least a mile away from the edge of downtown, south on Virginia St.
If you're looking for a hotel that's truly downtown, Harrah's, El Dorado, and Siena are probably the nicest. I know El Dorado has a lot of special offers, not sure on rates at the others.

Scratch Siena from the list, they are out of business.
And why would you ask the question here?

Pardon me if I placed the question in the wrong area..please advise where if more appropriate

Best bets are to look at hotel Web sites, sites such as Expedia and Orbitz, an the discounter sites such as Hotiwre and Priceline (though you have to then be flexible on the exact location). We stayed at the Circus Circus for two nights, including New Year's Eve, two years ago. Rates were higher than normal due to the holidays (not likely to find "deals" on the holiday itself, and the city canceled its usual fireworks display since it didn't feel it was appropriate to celebrate in that way with so many people going through hard times. Not that this helped the unemployed, etc. (people did celerbrate on the street as usual). It was all pretty low-key. The Circus Circus was okay, but nothing special. I think I'd opt for Tahoe.
