According to this website (http://www.flyerguide.com/wiki/index.php/Credit/Debit/ATM_Cards_and_Foreign_Exchange), Diners Club does not charge any foreign transaction fee for cards issued outside North America. Can anyone confirm that if this is still true?

I believe "N/A" means the information was not available when the chart was compiled. If there were no fee it would state "0%".

The chart indicates that "3% for all cards issued in US / Canada (start with '5'); 0% for all cards issued outside US / Canada (start with '36')"

Diners Club charges a higher currency rate than the mid-rate and makes a lot of money that way.

Is this because of the new owner which is Discover, or has it been like that for a long time?

Is this because of the new owner which is Discover, or has it been like that for a long time?It has been the common practise at least in Europe.

In Greece the foreign transaction fee for charges in other currencies is 1.5% and is the lowest among the other Visa/MC/Amex cards.

Does anyone know if Diners Club itself, not credit card issuer, charges foreign transaction fee? I know Visa and MasterCard both charge 1% fee for all foreign transactions, and most credit card issuers add more fee on top of that which usually makes the fee higher than 1%. Meanwhile very few card issuers like Capital One absorbs 1% fee charged by Visa or MasterCard instead of passing it to customers which totally eliminates foreign transaction fee.

I am curious if the foreign transaction fee charged upon using Diners Club card is imposed partially by Diners Club and partially by credit card issuer, or imposed 100% by credit card issuer. Anyone has insight on this?

... foreign transaction fee charged upon using Diners Club card is imposed partially by Diners Club and partially by credit card issuer...

If you are referring to the cards issued in Canada and the USA, Diners Club International is not involved in transaction processing, it's MasterCard.
