South America - Reciprocity Fee in Chile

Hi. I am Canadian with Canadian Passport. I am flying YYZ-SCL on AC and then a few hours after landing will fly SCL-MDZ on Lan Chile. I will not be returning to Chile. I will then fly MDZ-AEP on Lan Chile and then a few days later will fly home EZE-YYZ on Air Canada.
I have read about both Chile and Argentina imposing a Reciprocity Fee of about $132 USD for those entering SCL and EZE.
Questions:
1. I will only be at SCL for a few hours. Am I exempt from the Reciprocity Fee? If so, will I be able to collect my bags after landing without having to go through Passport control/Customs and then check them in again with Lan Chile? These are 2 separate airline tickets?
2. As I am arriving at AEP, will I be exempt from the Argentina Reciprocity fee?

AC needs to check your bags through to MDZ. Show them both ticket receipts, etc. They can do this with no problem. If they don't, you have to "enter Chile" and pay the fee. Int'l-Int'l connections don't pay any fee.
AEP is likely to have reciprocity fee booths starting when they reopen the airport in a few weeks. But you will be flying domestic, so you should be safe, if you are flying MDZ/AEP. If you are going back through SCL, boo for you.

As a matter of fact, I think my AC flight EZE-YYZ makes a stop at SCL, but I think I just wait on the airplane. Can I assume that this would also mean that I would be exempt from the Chilean Reciprocity fee.

As long as you don't go to immigration (and you won't), you don't pay. You will get off the plane @ EZE and go through transit security, and then re-board.

I am looking at trying one of the new connections from LAN LIM-IPC (Lima to Easter Island) because I won't be going through SCL do I get to skip the reciprocity fee?
If that doesn't get me around it, how about swapping over to my German passport (from a Canadian one which I will be travelling on elsewhere), will that get me in trouble? I know some countries really don't respond well to dual citizenship!

As of now, fees are only collected @ SCL for int'l arrivals.

Based on your itinerary, you won't pay any reciprocity. If you leave the international transit area at SCL and go thru Chilean immigration, they will collect the fee. Argentinian immigration at Mendoza never collect their country's fee...its only collected at Ezeiza Int'l in Bs.As. Never at Jorge Newbery Aeroparque. Even if you did fly MDZ-EZE, thats a domestic flight and you still wouldn't be charged the fee.
