I wanted to book 2 nights at the BW Premier Navarra Bruges Belgium using my BW points. The hotel shows no availability for points for the next 12 month. Not a single night. It looks to me that the property is not interested in "points stays".

Has anyone else had a similar experience (with this or other property)? Is there a way around it?

Is this a property you stay at a lot? If so you can try calling the property direct.

You may want to contact Best Western Rewards by phone (they are much better on the phone than by email, even though I realize that calling them from Europe may be more expensive than emailing them) and ask them if they see the same thing, and then if so ask them if this looks right or whether it seems like some sort of technical problem.

It could be a variety of things. For just one example: Only some types of rooms are available for reward stays at certain hotels. It could be that this hotel has an error in the way that was set up, such that the only types of rooms they allow for rewards are room codes for which no rooms exist!

I'm guessing that Best Western Rewards might be better at tracking this sort of technical error down (if that's what it is) than the hotel itself.
