I've noticed, for example, that on Saturday evenings the taxis at DCA tend not to be from the District. I would probably prefer the Yellow Line, just for the ride above ground over the Potomac, and a slightly shorter ride overall, but would usually just grab the first train that came into the airport station, Yellow or Blue.
