Other Hotel Programs - Ritz Carlton Friends and Family rate

I see that there is a Ritz Carlton friends and family rate that seems to reduce stays by at least 50%. Is this something the public can use (thanks to a friendly Flyertalk RC employe in a way that you can for Fairmont of IHG hotels?

I think you're probably right. Perhaps I should have started the thread "Is anyone on Flyertalk a Ritz Carlton employee" and taken it from there.
As mentioned some other hotel chain employees on Flyertalk seem ok extending their rate (presumably though with management consent)
