Choice Privileges - Why can't I join?

Was planning on joining CP today and found that residents of Argentina cannot join. I don't think I have ever come across a rewards scheme where I haven't been able to join using my Argentine address.

No real problem as I have a UK address I can use.....I just thought it was rather strange.
