Diners Club Club Rewards - Diner Rewards apply locally?

I have a DC card issued through my local bank in Kuwait (NBK) and upon checking with my bank, they have their own rewards program which suck majorly and applies only for local use. I'm a frequent traveler and I have voiced my concern to them a couple of times regarding membership into the international rewards program advocated by DC. If there any other way to raise this subject? the local bank's rewards program is just purely awful and the member benefits is only limited currently to two offers.

To my knowledge there is no international rewards program . Diners Club International does not issue cards or offer rewards. Diners is operated as a franchise system. NBK holds the franchise for Kuiwait and can offer whatever they choose.
