Well if anyone is interested I just rented a car from sixt heathrow. Main reason was they had the best price ~$300 for 12 days for a compact -- ended up with a pretty decent Golf.
It was a little interesting my rental agreement said "please call on arrival this number: xxx, and then proceed to bus stop #" This seemed rather strange to me and I went straight out to the bus stop and it was pretty deserted. So I went back in a called the toll free number from a public phone and then by the time I got back out to the bus stop there was a Sixt van waiting for me. So they took me to the office where there was no line and in a few minutes they got the car for me. This was nice as they brought the car to the office so I did not have to go looking for it and it wasnt a 15 minute walk like some places in Germany. They have a big sign saying check the car for damage. I pointed out some scratches but they lady said it was extremely minor. The existing damage on the rental agreement talked about some scratches to the alloy wheels that I could barely see. After I showed the lady the scratches which she noted as "extremely superficial scratches" on the rental agreement, she checked the windshield for me and pointed out a 2mm crack and said "thats a big one!". I had not seen the extremely minor crack so I was grateful for that... So anyway it seems that they are not overly concerned with scratches to the body but extremely interested in any windshield or wheel damage. When I returned the car they mainly checked the windshield and wheels again. Also on return, I thought it was strange I had to sign an electronic thingy and the return agent also signed it - I did not see why I was signing and the receipt that I was given did not have either of our signatures on it. I found this strange as in the US I never have to sign on returning. Overall a pretty decent experience although I am always bothered when on returning there is no one there or no one comes out to deal with the car. I had to go in and wave the keys around for a minute before someone came out to deal with the car.
