Florida - TPA Economy Parking

Does anyone know the why the 2nd economy parking garage at TPA has never been opened, even though it has been complete for a couple of years? It's pretty aggravating to have to keep hunting for a spot in the north garage while hundreds of spaces in the south garage sit empty.

Has it been completed? Last time I was there it seemed like there was still finishing (paint, etc.) to be done.

I've usually had good luck going straight to the fifth floor and parking there; only ended up with the car outside a couple times over the 40-or-so times I've used that garage.
