Diners Club Club Rewards - USA Diners Club Card without SSN?

Good morning everybody
Sorry to disturb you on sathurday ;-) but I've got a question for you
Do you know if it's possible to get a US DinerClub card without having a SSN ?
and another question, for you, what is the most reliable bank in US that accept to open account to a French, no resident and so without SSN ?

At present it is not possible to open a personal Diners Club card in the USA, even if you have a social security number. Citi stopped taking applications more than a year ago, and has sold the franchise to Bank of Montreal, but Citi is still operating it for them.

Yes, they do. They need two (2) forms of ID to open a Citi checking account. The statements will go directly your address in France.
Acceptable forms of ID are a passport plus a driver license and/or a valid credit card.

The way I read his post, I believe he was under the impression that you meant Citi was no longer issuing cards to US Residents but he could still somehow apply for a US issued Diners Club card as a nonresident.
