I need a cheapish but decent hotel in walking distance, ideally under €100 a night.
Spending a chunk of August working in Paris and will be paying my own way. I do not want to use the Metro.

Tour de France runs all through July finishing at this very spot, so good luck!

Which end of the Champs-Elysées? (it's quite a long avenue)
I've stayed a few times in the Hotel Ambassade, 79 rue Lauriston, a short walk south of the Arc de Triomphe. Clean and quiet, but very small rooms indeed; don't expect much for that price in western Paris. OK for a single person who doesn't want to spend much time at all in the room. But it's one of the few places in the area in that price bracket. (The full rate is €115 for a double room in August but you should be able to find a lower rate on the internet or by haggling, especially if you're there for a longer period. It's worth paying the extra for a double room just to get the space.)
Is it really that important to be in walking distance? If you're there for a while, wouldn't it be better to stay somewhere in a more interesting part of the city that might also be cheaper?

Thanks, I need the Arc de Triomphe end. I am only there during the week, and will be working long hours so its only for sleeping. I don't like the metro so it needs to be walking distance, the midweek only aspect rules out short term rentals.
I have stayed at the Royal Magda Etoile Hotel in Paris before (about a block from the Arc de Triomphe). I paid under €100 per night but that was a couple of years ago. Looking now for August about €130 per night is the cheapest rate I can see. The hotel has some of the biggest rooms I have found in central Paris and if it is an extended visit they maybe able to do some deal. Good reviews on Tripadvisor as well, currently listed at number 13 for the whole of Paris.

I'd recommend TripAdvisor and the Google Maps link to find what you need. There are so many hotels in Paris, especially from AdT out to Porte Maillot, there will be plenty in your rought budget range.
A good resource would be the Best Western website. They have dozens of properties in Paris, ranging from average 2* right up to 4* luxury (the highest category in France). They are generally clean and decent, certainly fine for what you suggest.

I stayed at the Roundabout Hotel in 2007. I seem to remember it was about EUR 100 back then so it might be more now.
But it is very well located right near the roundabout on the Elysian Fields and an easy walk from the Triumphal Arch. Rooms were OK and clean. I would be happy to stay there again.
The French name for the hotel is 'Hotel du Rond Point'.
I turned up at the desk and said in my best GCSE French 'Bonjour, je mappelle Sixth Freedom et javais une chambre pour cinq nuits'.
The proprietor said in a slow, lound voice 'H E L L O. I S P E A K E N G L I S H'. The French .
RESTAURANT RECOMMENDATION:
Be sure to visit Relais de l'Entrecote on Rue Marboeuf, which is nearby.
There is no menu. A beautiful waitress wearing a French maid outfit comes to your table and says something in French. I replied 'bleu'. A 'B' was written on my paper tablecloth. I also ordered a bottle of claret and some good stuff was delivered.
A salad was brought to my table which was good and crisp.
Then an entrecote steak with herb butter sauce was brought and there were lashings of chips too. I ate that and then the waitress brought another one. :) ^
For pudding I had a mountain of profiteroles in a lake of chocolate sauce.
