Every single rental agency says their age limit for Peru is 25, what gives, are they really that strict with this limit, or is it just because of a lack of data.

I think renting a car isn't a very popular form of transportation around here... I don't think there's a lot of demand from under-25 drivers.
Are you going out of town? Lima isn't a friendly city to drive around.
