Hertz - Hertz @ PMI - why so expensive and no pre-pay?

I've just costed up a 2 week rental in September from Hertz at PMI.

For an Opel Zafira it's coming out at approx €1140, when logged in via my #1 club account and using the VS CDP that's in my profile which is giving me a healthy discount. And there are no pre-pay rates available.

Why oh why is it so shockingly expensive? Europcar is coming out at less than half the price!

Prices vary extremely between the different countries in Europe and the different rental companies. I have consequently found Hertz to be the most expensive company in Spain and the Balearic Islands, even with my AXC discount, but not the Canary Islands or Switzerland.
Avis usually provides a good price in PMI or the mainland, especially if you have a good discount code.
In PMI upgrading is very hit/miss if you are elite member, regardless of company.
