I'm flying into CUN T2 from PTY connecting to T3 on towards the US. Time is not an issue - but will I need to purchase a tourist visa? Are transit visa's free, if they exist?

Most likely it is included in your airline ticket if it is required and in any case they would almost certainly give you a blank FMT to fill in the plane anyway which would then be stamped for free in CUN. There is a theoretical possibility that if it not included in your ticket, the airline (Copa?) could collect it at check-in at PTY. I have flown Copa PTY-MEX a number of times where the fee was NOT collected yet they have never questioned me about it. But theoretically the airline could at PTY. Transit visas are the same cost as a FMT and of much shorter term and the same form as a FMT anyway so no advantage of asking for a transit visa. It's a total crap shoot what the Mexican immigration agent will give you anyway but it will likely be adequate and will not incur any additional fees beyond what may or may not be included in your ticket price. To be honest, the whole process is a bit of a crap shoot but always works out.
