Seems like even regional flights are zeroed out in A.
NH seems to do the same as well ...

Not sure if this is relevant, but I find that it's easier for me to get an F upgrade (either using upgrade points or miles) if A inventory is available. I do not have to go on the waitlist whenever that is the case. Otherwise, it's the waiting list. In my case, it's mostly TPAC though. I don't bother too much with upgrades on regional flights.

There are now very few Regional Flights with First Class Seats, hence very few 'A' Inventory..what route where you contemplating?

As far as I remember,

NH has NRT - IAD(time to time)/ORD/JFK/LAX/SFO/LHR/FRA/CDG/MUC(launching July 1st 2010)

JL has NRT - HKG/LAX/SFO/ORD/JFK/SAO/FRA/CDG/LHR/HNL

I might have left out one or two routes, but these are the routes with F class as I remember

You forgot the domestic F: HND-CTS, HND-FUK, HND-CTS :p

I was looking at the single NRT-HKG flight that has F, and also flights from NRT to North America. It seems like F is usually wide open, and A is always zero. Is this some kind of higher level policy making it impossible to fly F in JL on a RTW ticket?

Only JL731/732 has F. Make sure you are looking at the right flights. I have seen availability on those flights before when I was playing with the OW RTW online tool.
