Budget - Budget at LIR airport in Costa Rica?

I'm planning a trip to Costa Rica, arriving and departing via LIR airport. Budget car rental there is quoting much lower prices than the other majors (Hertz, Avis). Any experience with Budget at this location? Thanks.

Perhaps their rate does not include the insurance that is required in Costa Rica. There is no waiver (regardless of your credit card) for Costa Rican car rental insurance.
