Looks like it. I can't find the fare rules. I don't see this fare at ITA.

According to the fare rules on Orbitz this is a T fare.
Travel permitted 11/5-12/6 and 12/24-3/31. Minimum 5 days from day of departure, max 45.
This may be why it's not on Delta.com:
