Wonder if an HK credit card issuer would try and negotiate such a deal here.

Bringing it back closer to topic, the answer is no.
Dah Sing issues the BA co-brand card here and the signup bonus as per the DM I received recently is 8,888 miles. Earn rate of 6:1 but as BA miles burn rates are not competitive with Asia Miles for the majority of the travel I checked, this is hardly worth it.

I think the post should stay, it's relevant since MPC members don't get a very good return on their miles and such a generous program from another OW airline could be just what some people are looking for.

The best offer I could find for CX in Taiwan was the Amex Cathay Elite credit card - NT$5,000/yr fee, 15,000 miles after spending NT$10,000, 1 mile per NT$25 and a 20% bonus on the first year's miles if more than $400,000 is spent on the card. Seems like nothing compared to the BA deal.

True. But the Dah Sing card is excellent for anyone just short of a redemption through BAEC and needs an easy top up - 8,888 miles just for getting the card and making the first transaction with no minimum spend!
