After calling three different agents I have two different answers to this question>>>
I am Chairman on USAir.
If I book two tickets with miles both round trip CLT-YEG for one week (7 days). Then the person I am traveling with needs to return on say, day four. Is it possible they can return without penalty (fees), IF they have seats available for flights back to CLT?
I have two answers of yes no problem as long as there are seats available,and No, there is a 250.00 change fee.
Any clarification appreciated.

You did not specify whether the flights are US or a US partner, such as UA or AC. Partner awards cannot be changed once travel has begun (although some people have been able to do so).
Assuming that all flights are on US, then yes the companion can change the return date after travel has commenced provided that there are award seats (e.g., not just any seat, but award inventory) available on the desired days.
The fee should be $150 not $250. The $250 fee applies to transatlantic and transpacific flights, but not international flights within North America.
When the companion calls to change the return, the agent will divide the reservation so that you continue on the original itinerary.
Edited to add:
As a Chairman, you are exempt from the mileage redeposit fee, which would allow you to cancel a ticket outright and redeposit the miles. The reason that this wouldn't apply in your circumstances is that you are anticipating that the companion will have already used half the ticket, and therefore they've trapped you in a gotcha. If the companion knows before travel starts that the change will be necessary, then you can cancel the companion ticket, redeposit the miles (for free) and rebook the ticket. However if you're within 14 days of departure, I think you'll end up paying a quick ticketing fee of $75 (unlcear whether this applies to chairmans).
