Is there an arrivals lounge for J pax at SIN for 9W or IT? I would like to take a shower before day of meetings and grand hyatt sin wants a 1/2 day rate for that early check in (which is still 200$ SG).

No there isn't one for either IT or 9W AFAIK. Even SQ doesn't offer one for its pax at its home hub!

As arrivals and departures mix at SIN, you could however see if one of the airside paid lounges would allow you in without a departing BP out of SIN. Or see if you can get a short duration room at the airside transit hotel.
