Travel Technology - way to move programs and files from XP laptop --> new Windows 7 laptop?

This is the basic scenario. We've got a laptop with XP on it and a large number of programs, files, etc. We've got a new laptop coming in which will have Windows 7 (I believe Ultimate) on it. The question is this: is there a program I can buy, or for free, that will backup my programs and files onto an external hard drive and then move them all over to the new Windows 7 machine?

I know Microsoft has some program from going from the same OSes, but what about this scenario? The reason, by the way, that I need the programs backed up is that in some instances the installation discs have been lost and such.

There is a procedure for free on technet (I have not tried it)

and laplink and others make a migration utility where you make a copy of the files, upgrade, and migate the files back on. PCnet explains it here (it's $40)
