There used to be a time when people would sign up for United credit cards one after another to get decent sign-up bonuses. United stopped that practice a couple of years ago. Does anybody know what their policy is now? Do they give sign-up bonuses only to brand new customers? Or is there a chance you can get a bonus if your last United credit card was canceled a few years ago? The same question goes for both personal and business credit cards.

That time is long gone. A search in the United Forum would turn up lots of old threads about this. IIRC Chase change the policy about three years ago. And, since the Bush credit crunch have cracked down hard on getting their cards, including, but not limited to, UAL cards.
Nonetheless, if it has been a long, long time since you had a UAL card and if your credit is great and you have very, very few inqueries on your credit report you might get a additional bonus. Only way to find out is to try and take the credit report hit. @:-)
IMHO, Chase is on my dead list for credit apps until I see solid info that they have changed their evil ways. :D

Bush credit crunch? At what point does it become the Bush/Obama credit crunch?

Always a chance, but don't bet the farm on it.
And we should probably try to avoid the OMNI spin to keep this thread from being shut down...
