I have a problem with Orbitz re a refund under their "courtesy cancel" policy. I say I'm entitled to a refund because I have fulfilled all of the conditions listed in writing on their website; their response is basically I'm not entitled to a refund because the system doesn't give me one, therefore I'm not eligible.

The simple principal that I am entitled to a refund because I booked in reliance on the information on their website concerning the refund terms, and that I have complied completely with those terms therefore contractually I am entitled to a refund seems to be beyond the comprehension of those I have dealt with thus far. Perhaps Philippine law is different than American law on this point.

Does anyone have an email address of someone at Orbtiz who can and is willing to actually pay attention, use their brain, act rationally, and who has an acceptable IQ?

Yes, I am aware of the credit card dispute route and small claims court, but I would rather resolve it at this level if possible.

There are reps from Orbitz that read the boards here. I actually have been very happy with their customer service, and I have received a big refund based on their policy. If you do qualify, they do a refund for you after you take your trip.
