Other Asian, Australian and South Pacific Frequent Flyer Programs - CAL miles to be used on other airlines for upgrades?

I have quite a few miles on the Dysnasty memnership from China Airlines. Can I use them on other airlines to redeem upgrades? If what si the best way to go about it. Flying to EZE in January and would love to use some of them to upgrade.

I think you can only get award tickets with their miles. Flying to EZE would probably be on Delta, and the miles you need to rack up would be humongous.
