American Express Membership Rewards - Trying to get approved for Starwood Business

I am a business centurion card member with a very high line of credit. I tried to apply for a Starwood business card (want to spread points across different cards) and was declined. A little shocked so I called AMEX and asked if there is someone I can speak to and if I could provide financials to help with the approval process. Got passed along to a couple people and everyone says they can not help.
Has this happened to anyone else, and if so, who did you go to in order to show AMEX that approval is valid?

What is this number? I did get a decline on my HHonors Amex application and they would not reconsider to give me any credit even though I was offering to close my other card. Should I call that number?

From what I've gleaned on creditboards, this is a direct line to the underwriters.
