Travel Technology - Which processor is faster?

My old laptop has a Pentium M 2.0 GHz processor. The new one I am considering has a SU4100 1.3 GHz processor.

Even though the SU4100 has a slower clock speed, am I to assume it is faster because it is 2 years newer technology?

SU4100 has 2 cores and IPC should be alot higher than Pentium M, so it should be much faster / much faster depending on application.
