Not many people on flyertalk seem to have anything good to say about this 4-5 star hotel but recent reviews on tripadvisor,booking.com and agoda seem to be generally positive although some of the rooms may be dated.It would appear an upgrade on arrival to a Harbour View deluxe club floor room would cost about $65 USD,so for 100 USD or 61GBP you have all the benefits if you desire.

I wonder if JAL Hotels are making desperate effort to make money as JAL is reported to have decided to sell JAL Hotels.

Looks like it was just a good old fashioned mistake given the fact that the standard triple non harbour facing rooms were retailing at around 188 GBP on the above websites. All the instantly bookable rooms now appear to have been snapped up and although the 21 GBP rate is still showing it is only available "on request". Anyway I hope somebody managed to make use of this deal which by Hong Kong standards was somewhat of a bargain.

I did for my current trip in HKG :D

I already checked in on Oct 27, which is also my BD, and the hotel accepted my voucher and my credit card was not charged anything more than the GBP 22.00 per night.

It is my first time there and it is an amazing hotel.

Yes a great deal indeed. I have just checked out after 2 nights and the hotel IMHO is more than decent by any standards. No complaints here and it's great to hear that you enjoyed your stay!
