In July, my frail and elderly grandma and her helper booked flight arrangements on Philippines Airlines with a departure date of Oct 27, YWG-MNL. From what I hear and see, it's not good and alot of Manila is flooded. A relative who's living outside of Manila, says he cannot go into the city. If the conditions continue, then grandma + helper would be stuck in Manila and cannot travel to their hometown where their families are. My uncle now wants to postpone travel arrangements to January. Can we do so without being hit with a penalty?

Depends where your grandma's hometown is. Metro Manila is a lot better than a few weeks ago but some parts of are still flooded. Central to Norther Luzon is a bit tricky right now since dams are releasing water to bring down the water to a manageable level.
The problem is PAL only offered free amendments to tickets affected by the typhoon until the end of September so I don't think you can rebook your grandma's ticket without any penalties.

International penalty waivers are usually applicable only for flights departing Manila, not for flights going there. The last penalty waiver was for those whose flights were affected by Ketsana, with that ending on October 4.
Most of Metro Manila isn't flooded anymore. If she's from northern Luzon though, it may be difficult to get there because of all the damage caused by Parma. Coastal towns around Laguna de Bay are still flooded because of spillover from the lake due to rains caused by both typhoons.
In any case though, airline operations are not affected, and if they're going to take a domestic flight after arriving in Manila, then they shouldn't be too affected. Land travel though, particularly to northern Luzon, is another story.
